At the moment there's lots of money around to give to projects that young people want to get involved with.  You will normally have to work with a youth project or some adults to support your bid but they need to listen to you and help you get your ideas across.  If you and your friends have any ideas ….

The Youth Opportunities and Youth Capital Funds is a new DfES funded grant scheme which supports the involvement of young people as grant givers, as decision-makers and as project leaders. It will award funds to support youth led projects by young people aged 13-19 over the next 2 years.
